This book was a collaborative effort in which I engaged with my Leicester colleague, the late Maurice Keens-Soper (for some years a member of the Rockefeller-funded British Committee on the Theory of International Politics and UEA’s Thomas Otte, already at the time a rising figure among diplomatic historians. I wrote the Introduction.
